General principles and guidelines on ensuring the right of civil society organizations to have access to resources
As a follow-up to his June 2022 report on the impact of restricting CSOs access to resources, the Special Rapporteur presented at the 53rd session of the Human Rights Council on 28 June 2023 general principles and guidelines on access to resources intended to help UN member states and donor agencies implement the recommendations outlined in his previous report.
The guidelines emphasize the inherent nature of the right to access resources as part of the right to freedom of association, and offer practical recommendations and positive actions for States, the international community and civil society organisations required to create and maintain, in law and in practice, an enabling environment for the enjoyment of civil society organizations’ right to access resources.
